Mohammad SammarSCM Diagnostics
Projects

I lead supply chain projects from diagnosis and greenfield setup through automation and operational go-live.

My role extends beyond plans and recommendations. I build supply chain functions from the ground up, re-engineer processes, implement systems, align stakeholders, and lead teams until the solution is embedded in day-to-day operations.

End-to-End Delivery Capability

From greenfield function setup to process re-engineering and system enablement.

I treat every project as an end-to-end delivery responsibility: establishing the baseline, setting priorities, designing the operating model, leading implementation, resolving adoption barriers, and following performance through operational stabilization.

My approach combines deep operational expertise, stakeholder leadership, process design, technology enablement, and team capability building— moving each project from an approved concept into an operating reality that can be sustained and scaled.

Projects Led from Planning to Go-Live

Nine programs demonstrating my ability to lead transformation across governance, operations, enterprise systems, and logistics.

Technology & Tools: Oracle ERP, Maximo, supplier lifecycle tools, contract management, Power BI, workflow automation, vendor-managed inventory (VMI), and mobile warehouse automation.

Operating Context

Improvement initiatives spanned procurement, logistics, and data, but lacked a single framework to prioritize work, assign accountability, and connect delivery to institutional objectives.

My Leadership Scope

I led the Center of Excellence roadmap and managed a portfolio of approximately 89 initiatives covering digitalization, process engineering, performance indicators, data management, and workforce capability.

Organizational Impact

I consolidated multiple development streams into one leadership-level program, linking Oracle enhancements, process gaps, and capability requirements to manageable delivery priorities.

A high number of initiatives does not prove transformation progress. Value begins when priorities, ownership, and resources are managed through one delivery roadmap.

Technology & Tools: Oracle ERP, Maximo, contract management, Power BI, mobile SCM, AI, machine learning, robotic process automation, and fuel-station automation.

Operating Context

The organization required a forward-looking program that connected supplier development, sustainability, inventory optimization, operational resilience, and contract enhancement within one executable direction.

My Leadership Scope

I designed and managed the 2025 roadmap, defining the scope, priority, and interdependencies of approximately 21 initiatives across supplier relationships, sustainability, demand forecasting, and performance dashboards.

Organizational Impact

The roadmap gave leadership a practical basis for decision-making and resource allocation, with a clearer path to higher maturity, stronger supplier performance, and greater operational efficiency.

An effective roadmap tells leadership what will be delivered, who owns it, and why it merits investment.
Operating Context

The procurement function sought to strengthen institutional readiness and undergo rigorous external assessment against a globally recognized procurement excellence standard.

My Leadership Scope

I led the qualification and gap-closure program, coordinating work across leadership, strategy, policies, supplier management, contracts, sustainability, and risk.

Organizational Impact

Procurement advanced from a transactional function into a more mature strategic partner capable of demonstrating its value to external assessors.

Key Achievement

Completed the procurement function's qualification for a recognized Procurement Excellence Standard Award.

Excellence readiness is not created immediately before an external assessment; it is built into leadership, policies, processes, and everyday practice.
Operating Context

Inbound shipment tracking was fragmented across suppliers, freight forwarders, customs, and warehouses, limiting management's ability to see actual status and intervene at the right time.

My Leadership Scope

I designed and led the implementation of a digital platform connecting the full shipment lifecycle—from dispatch through receipt—with Oracle integration, mobile receiving, automated alerts, and management dashboards.

Organizational Impact

The platform established a single source of shipment information, reduced manual follow-up, and enabled teams to manage clearance, receipt, and payment readiness more proactively.

True logistics visibility means information reaches the decision-maker immediately—not after a chain of calls and follow-ups.
Operating Context

The project began from a true greenfield position: no established supply chain function, operating model, trusted item master, or ERP-enabled transaction cycle.

My Leadership Scope

I established the function, designed its processes, and implemented Infor Lawson across requisitioning, distribution, inventory, and mobile operations, while leading user acceptance testing, readiness, and go-live.

Organizational Impact

I launched an operationally ready healthcare supply chain with a structured data foundation, stronger inventory control, and clear processes supporting continuity of care.

Successful greenfield setup requires processes, data, systems, and operational capabilities to be built in parallel—not as disconnected projects.
Operating Context

Procurement relied on manual transactions and disconnected documents. Moving to Oracle Fusion required the operating process to be redesigned before it could be digitized.

My Leadership Scope

I led the full procurement transformation across process design, supplier portal, sourcing, purchasing, contracts, user acceptance testing, training, and go-live.

Organizational Impact

I connected the procurement stages within one digital cycle, clarified ownership and approvals, and enabled users and suppliers to execute transactions through the system with greater confidence.

A system implementation succeeds when procurement is executed within it—not when the real process continues through email, spreadsheets, and parallel workflows.
Operating Context

The ERP was live, but overlapping requirements, weak process ownership, and continued off-system follow-up limited operational stability and the return on technology investment.

My Leadership Scope

I led operational stabilization across procurement, sourcing, supplier management, inventory, finance, and accounts payable, linking accountability to transaction controls and performance indicators.

Organizational Impact

I repositioned Oracle as the authoritative transaction platform, strengthened accountability, and gave management clearer visibility into performance and operational bottlenecks.

Going live is only the first step. Stability is achieved when ownership is clear, manual workarounds decline, and performance can be actively managed.
Operating Context

Leadership needed a diagnosis that separated root causes from symptoms and identified what to address first, rather than spreading effort across a long list of issues.

My Leadership Scope

I led a maturity assessment across 13 capability areas, then translated the findings into practical initiatives, quick wins, and an execution sequence with clear priorities and ownership.

Organizational Impact

Development decisions became grounded in structured diagnosis, enabling leadership to direct resources toward the highest-impact gaps instead of fragmented initiatives.

Strong priorities are not based on perception; they come from a diagnosis that explains the gap, its impact, and the sequence for addressing it.
Operating Context

Invoicing, procurement, inventory, and finance operated through fragmented manual processes, causing business growth to outpace the company's ability to coordinate and control operations.

My Leadership Scope

I led process restructuring and implemented ZX ERP as the central business platform, managing system transition, training, usage follow-up, and adoption challenges.

Key Achievement

I brought core operations into one platform, strengthened execution discipline, and gave management greater control as the company continued to grow.

When a business grows faster than its processes and systems, expansion opportunities gradually become operational pressure and difficult-to-detect risk.
Execution Experience

Experience across the full delivery path—from diagnosis and design to implementation, go-live, and stabilization.

Maturity diagnosis and roadmap design Center of Excellence operating models Procurement excellence and global-standard readiness Oracle Fusion and Oracle ERP implementation Infor Lawson supply chain solutions for healthcare Shipment tracking and logistics visibility Supplier lifecycle and procure-to-pay governance Warehousing, inventory, and mobile supply chain solutions Performance dashboards and executive reporting User acceptance testing, training, go-live, and stabilization
What Distinguishes My Project Leadership?

I do not stop at delivering a plan or launching a system. I lead the transition until the way the organization works has genuinely changed.

I connect executive decisions to processes, systems, and accountable owners, while coordinating leadership, users, technical teams, and suppliers so the project remains grounded in operational reality.

For me, project success means the organization operates with greater clarity, makes faster decisions, and depends less on individual effort and manual follow-up.

Do You Need Transformation Leadership That Starts with Reality and Ends in Stable Operations?

I help organizations establish the right starting point, convert operational challenges into a clear delivery program, and lead execution until the change is usable, embedded, and sustainable.
